Not true. They've been trying to create offshore counterparts since the 90's, and the results are STILL the same. You can't instill many decades of experience, into nations that lack a history of automotive knowledge. I've trained hundreds of designers and engineers, and it's night and day difference between NA and other. That said, in time, perhaps decades, your comment may become plausible. Just not today, and they will continue to try.
What is funny and very ironic, is that in the one of hundreds we do find of quality, that can do the work, they leave their employment to find better wages. We have to start over again. It's going to take some time before the technical salary workers have anything to worry about.
Now, if companies want to hire these individuals to "not" build a car, that is also an option too. Today, as was three decades ago, the skill is still not there.
