I've had the pleasure of working with many many "educated fool's " lots of people get a position because of the paper they hold all book smarts but thats about it. I have a passion for automotive and technology I know how things work with engines , transmissions and some electification , all hands on experience and working with knowledgeable engineering folks over the years , I loved the hardware and my job everyday , doing detailed analysis of the parts , do you know how a cam phaser works , or a sliding cam shaft ? Or what a tumble control is for inside an intake manifold? GM never hired me , last summer I was close to a hired direct position ,but my Sr Manager refused to release me out of my position , now I'm f---ing unemployed. Yeah ! Classist society we live in , I saw to many people get hired because they had the paper from some collage but couldn't beat their way out of a paper bag, and I was the one that had to explain how these engine parts work ! Something is clearly wrong.
I speculate it could be the depth of automotive knowledge. Sure, many achieve their bachelor or master degrees, and that's great from a book smart point of view, but there is a difficulty in understanding the technical aspects of automotive and the systems required to become successful.
I suppose an analogy I can use is when comparing eastern to western martial arts. In the West, they may train, eat, and live martial arts their entire lives since a very young age. They have generations of teachers and history. In the East, many students attend class once or twice a week, and not too many are really all that serious. If you put the two into a sparing session, one would dominate the other. I'm not taking about the rare exceptions, but the masses that dabble in it, verses those that do it religiously for a living. Completely different results.
Why can't the cheap engineers do just as good a job?
Not true. They've been trying to create offshore counterparts since the 90's, and the results are STILL the same. You can't instill many decades of experience, into nations that lack a history of automotive knowledge. I've trained hundreds of designers and engineers, and it's night and day difference between NA and other. That said, in time, perhaps decades, your comment may become plausible. Just not today, and they will continue to try.
What is funny and very ironic, is that in the one of hundreds we do find of quality, that can do the work, they leave their employment to find better wages. We have to start over again. It's going to take some time before the technical salary workers have anything to worry about.
Now, if companies want to hire these individuals to "not" build a car, that is also an option too. Today, as was three decades ago, the skill is still not there.
You should have an answer in the back of your mind. Technical salary workers will be decimated in 5yrs? or 10yrs? or 15yrs? China/Mexico/India engineers will design car for GM. Check for GM engineering headcount in China, India, Mexico! There will little left in North America same as electronic industry past time.....

Well then, if GM isnt an American company, does it need to give American workers any kind of preference over foreign workers?

If GM designs cars in China and builds them in Mexico, is it an American company?
Good , then support the engineering , design teams and the factory worker first then there will be no issue , build the American economy and put people to work here first.

Congress man Tim Ryan stepped in at our American Ball park , 15 minutes from my home. God bless him ! General Motors is anti American and they are done as a company. It will continue to get worse for GM , Remember we we're fired during Christmas!
Saw it on TV , GM pulled it down because 1) They know their image is destroyed 2) Political pressure 3) They are the most hated company on earth 4) Why all of a sudden would they start to care now? 5) GM is garbage.
