For the same reason AIG uses antiquated tech everywhere? They bought the bright shiny pieces of tech to wow folks with without doing the basic work needed to keep things running smoothly. Now they will have to spend massively to make up for lost time and avoid regulatory impacts from rules like GDPR.
What kind of web app? I haven't seen one
