Usually LR's in the US are announced on Thursdays. Managers will not talk openly about it - it's a mandate by HR. Some might be kind and speak to their reports generically saying "Based on your career goals maybe it would be nice to see if you would be a good fit in another group of your interest because here we might not be able to grow you where you want to be. I will support you in whatever you want to do" but they cannot say more than that.
