They have been outsourcing groups like VNOC and SS7 groups before they were in Chapter 11. Don't see them stopping now if it saves them money.

TLON will be the only on shore native English speaking employee after his 10 million dollar raise. everything will be outsourced! Field techs will fly in from Bangladesh! It will be WinOptimum efficiency to the lowest bidder to support the 10M raise.

Said before their job was outsourced. Wasn't most of IT already outsourced as of last October, what is left for them to do locally, other than unclog the paper jams? The cleaning people can do that.
The IT director in Twbg is FAR from a decision-maker when it comes to outsourcing. If 'they' tell there is a further outsourcing plan - there is noting she can do about it - Could not even save her friends, and hopefully not even herself. :)

VNOC has been outsourced for a year now and it was in the works for a year before that and it was a bad deal and still is today. Yet it's only for the TDM voice equipment which we all know is going to go away. Except this is Windstream and just wishing something would go away is about all our engineering groups do for the legacy network. That and beg other people to do their cost cutting work for them because they have no clue.
