In our store, we were told our District Manager was not considering Specialists for the new positions. None of the Specialists in our store were even given interviews and the reason they were given was the District Manager said no Specialist would be given the new positions. Is this happening in other stores?

I applied for DS at 4 different stores; got interviewed only at my home store; didn't get the job because I'm "too negative." Yet, this was a job I've been doing for years.
In market 810 the specialist were told the same thing. They weren’t even considered for the dept supervisor per the market director. It was unfortunate. A lot of talent lost
Specialists are generally paid more than most in the store outside of management. To keep payroll low (bonus filter) they hire "managers" from outside and at low pay because it will keep their pay raise below $20 an hour. If a specialist making say $18 an hour gets a position, especially one with a lot of experience, pay scale advisor will put them above $20. New hires or outside hires you can get at a fraction of the cost and train them the way you want them instead of a specialist with 10 years exp who does things his/her own way. Not saying its right, but recognize a bonus filter when you see one.
I applied for a supervisor position at my store. Same position I held for 12 years. No interview. Interviewed at another store. They went with someone else.
I have experienced this first hand. Very similar scenarios as described earlier; that is much younger, inexperienced people chosen over some tenured specialists.. found it odd not even an interview..
I said to my hr kinda hard to believe I would not be considered...as I have actually held the same position some years back...I thought very relative..apparently not the direction we're going in...

At my store two of the new managers were from outside the store, one was from inside the store (a do nothing management pet). All seem overwhelmed in their new positions. One may have already quit. We saw her a couple of days, but haven’t seen her for a week or more.
We had some very capable people in the store already who know their stuff and are respected by the staff apply but they weren’t even interviewed. Everyone who was hired is younger than those they will supervise.
Our store hired people from out of state mostly and one pet who used to be a department manager but was bumped to specialist when department managers were eliminated. I do know of specialists who used to be department managers who applied at different stores and they were not chosen over someone less qualified from what they are told from friends at the store.
Not in my store a specialist got one of the positions
