Is an "all clear" a guarantee?

Any chance our department could be done with layoffs even if we didn't get the "all clear" email or notification?

Probably so. If your manager didnt give the all clear, that means that someone from your group who was either on vacation, disability or offsite will get the boot. But those who werent asked to come to conference room, rest assured are safe. [Unless if another round starts]
