What you're suggesting is pure garbage. Think about it for a second. Do you honestly think that a country across the world would be ok issuing work visas to a US-based company importing a bunch of foreign workers to do a job that (theoretically) their locals could do? And what would the advantage be to said company after you paid for relocation of said workers? Part of offshoring is recapping the arbitrage betwen high cost labor markets and lower cost markets. There is absolutely ZERO chance they're offering jobs en masse to existing employees in another geography.
