Could be reducing headcount through attrition before outsourcing and layoffs. Do away with WFH and other measures and hope people quit. Then outsourcing. Then layoffs for the leftovers. Looks better in the papers if the layoffs are smaller. The rest they don't have to report.

Don't know about layoffs but they are doing away with working from home :(
