H1B vs citizens

Are they consider USA citizens instead of H1B holders when they are doing layoffs? Can we file the case if they keep H1 guys and doing citizens layoff?

They hired some H1B holders and their H1B spouses right before the 2015 and 2017 layoffs and they are still there. Three large layoffs later, and they are still there. Building America.

If they are agreement employees it doesn't matter if you get laid off first before them. It's based on your seniority date
