I understood this comment to only indicate the ~700 employees in the NY area

I’m sure there were cuts that were already planned for this year. If you look at the wording carefully you’ll notice that it says “as a result of the Chapter 11”.
That said the “sky is falling” crew on this site will blame the executives and anything else they can find.
