The last time GM had these kinds of layoffs was in 2009. It was coming off a $30.9 billion loss in 2008 and was going into bankruptcy. In 2018 the company made $11.8 billion.

Yeah, you should get a phone call on a weekend telling you your services are no longer required. And please bring in your laptop ASAP.
The way GM did it was embarrassing. There is no need to announce it 3 months in advance and let people squirm for that long. No need to delay it from the original date. No need to not give criteria on who is being cut and why.
Normal companies just do the cuts. Nobody knows it's coming, it may or may not all be in one day/week. But you aren't tortured for months not know what is going to happen to you, whether you end up being fired or not.
I think that's the point.
