is the company hiring outside techs outside the CWA contract ? does anyone know

From my understanding in the CTF footprint I have seen several Century Link and ATT techs being hired mainly for Central Office positions and Outside Field Technician positions. The company explained that they are exercising their ability to assure a fluid work force. Basically they wanted to put a end to musical chairs with in the CWA workforce.
