Planning to put papers soon so that the last date is week of 11/23. My understanding is stocks from last year vest on 11/20, and the bonus effective date for US is 11/17, so i should be safe to receive both. Are there any risks as dates are too close? Also with 11/22-23 being holidays, will the last date be 11/21 or 11/23?

I put in my 2 weeks notice prior to the 5/21 vesting date. Last day was 5/31. My RSUs still vested. I guess they could have fired me on the spot. But hey, Qualcomm is basically a law firm, they know better than that.
This is always a tricky time to submit resignation. I am not sure where you got the 11/17 bonus cut-off date. If so, yes, you are perfectly safe but I too wondered. The 2 weeks out resignation after 11/17 should be enough then even if they ask you to go home (you are paid till the 2 weeks time you gave). For etrade, being employed on 11/20 is all that is needed. Ignore other junk posters who dont want to provide info, but say this is a internet. There is no other place in reality.
I am planning to submit my resignation on 11/28 with December 7th as last day. The only question I have is that can they walk me out to save the bonus.
