Unless you see a press release to the world nothing will take place this is a publicly traded company and their only worry is the stock price

Exactly, why would they send out a press release about laying people off if they want to keep the stock up? They're going to stay quiet to avoid media, hence why the 30% cut in some departments is spread out over 2 years. Keeps waves to a minimum.

The press release will be after they are done, stock will rise 8 or 9 dollars, Lance will go home swim in a pile of cash and hopefully get a thousand paper cuts.
