Can anyone share some info what those guys are doing? I heard there are full of useless old timers and doing nothing

It's not in the company's best interest to put useful shared service in QCT. Merged groups are for QCT use only.
Useful parts have been merged into QCT. Remainings are resting and vesting while boasting helping on QCT and QTL. Sh--!
Some are needed and some have WAY more power than ability or usefulness. You can't generalize across the whole org.
Really bad management in QCES. Full of corruption. So many Sr.Dir and directors doing nothing. Layoff them first
CR's job is safe as long as current CEO reigns.
CR is example of corruption at Q; either you are in the network of friends or you are not.
CR should be fired
