I believe GE's cost cutting initiative is "penny wise pound foolish or dollar". They spent tonnes of money to bring cheap labor from overseas on L1 and once the GC was processed, every one of them kicked GE and left the company for greener pastures. So, who bears the brunt of this, the hardworking American labor who these low wage employees replaced in the first place. Disgusting !!!

Classic! Don't blame foreigns for your lack of sucess. That sense of entitlement is a big part of what's got GE underperforming.
The proof for not being able to hire locals is bare minimum. You just have to show that you advertised somewhere (this can be just the local news paper), and that the pay matches the local pay scale. Even if locals apply you can say they did not meet the qualifications.
But, that's not on GE as they use consultants. Consulting firms have a tendency to pay their employees much lower then corporate employees. On top of this, because of the low pay as they move more employees in they can begin lowering the over all wages of whatever field. Over a period of time the cost of labor diminishes and the field becomes less attractive to local talent. As talent diminishes there are fewer local students willing to study the field in colleges. To counter this the F1 program imports foreign talent. Foreign talent makes up a large chunk of any undergrad engineering program at this point and roughly 80% of the graduate program. As about 40% of F1 program graduates move into the H1B program they are not only displacing local talent, but are also moving students out of the program.
But, this is the kicker. Visa workers are paid little and feel as though they are indentured servants in many places. The quality of living expectation for their degree comes off as much lower then expected. Plus the outsider effect of "Those damn (derogitory term) can X like the old team" is not only valid as they have a different cultural background and are not picking up the new cultural cues, but also excessively excludes the worker.

I don't understand this post. Visas are used for Engineers mostly, how does hiring an Engineer on a VISA impact hardworking American labor? Also, to hire under a VISA, an employer must prove they can't source anyone locally.
