At will is a completely and does not affect the WARN requirement. It does mean an employer can fire or lay you off for any reason that does not involve a protected class or retaliation.

For California, you sign that you are an At will employee. look it up

Mattel is exempt because the business is so poorly run that ... Well it just kind of goes without saying. Everyone knows.

I don't know about mattel but some companies give you the slip with everyone's paycheck stub that effective says - we might lay you off in 60 days (or not) but basically use that as WE GAVE A NOTICE ...
