I believe this was a semi-planned layoff of mainly QA folks who were given roughly 1 year notice to re-train and apply for development positions. Some did so. I don't think all managers did an effective job of enabling people to do so however. I had heard of this transition many times over the past year. Not all were in Indy either, I believe 30-40 were in UK.

Uh, no. Your information is not quite right. Please make sure you know what you're talking about instead of giving opinions. Testers were on a year long 'Hybrid Transformation' process, where after a year (August 1, 2018) they would be re-evaluated and title, salary, and PTO would be adjusted. At NO time were testers told that they would lose all of their jobs and would have to interview for development positions. The interview process involves a hacker test, and interview by senior panel member. And THEN it would be decided if you quality for any development position. No guarantee would be given of what job, what team, salary, or city your job would be in. This was a mis-information by the leadership team. If leadership would have told testers about having to re-apply for development positions, most testers would have left from the get go and leadership knows this!
