Government controlled CNPC already has BGP.

WG into government influenced Sinopec makes the two companies similar in terms of business lines and puts them both in a good position to win exploration and development deals with resource sovereigns looking for one stop shops. Chinese controlled banks can provide the capital. And the crude can flow back to the Mainland.
