Saying they do program management work implies they do work at all. I wouldn't go that far. They do process reviews but i always thought a secretary could do that.
Directors at Qualcomm are a joke. They do program manager work or less. They have 0 authority, 0 drive, 0 innovation, much less accountability. It is very bad, because of their bloated title, they behave superior, are slow in emails response ( they are too important to answer your email).

My sr director doesn't have anything to do and I wouldn't say he even qualifies as a manager. Old timer vp protected old timer sr director. That's the way they roll.
A director is most companies is just a higher paid manager. It is rare that directors also have part ownership in the company.
Companies ran out of ways to reward their managers so they came up with the "Director" title about 30 years ago.
I worked for a company that had 40 people and 3 directors, so the title is pretty much meaningless.
