Does buy out option depend upon the decision of the manager. Hr and manager are not ready to give buy out.

Ideally, I think Buyout should be part of the policy and enforceable from both sides. If you are willing to buyout - then there is no reason for them to hold you back. Check your appointment letters.
just go slow at work and arrange interviews for few good folk in your team, they will give quick send off to you.....
