Those who didn’t receive email have highest chance of Layoff since decision is allready made. But QC needs to layoff more, and hoping that they can fill the gap by volunteers. If it is not enough, surely some email receivers will also be affected. This simple.

It was up to each VP if they wanted to send a letter. Some VPs chose not to for a lot of reasons. The biggest is probably to keep their people focused. Or because they knew exactly who should go. There are big re-orgs happening, too.
OP did receive email and he got really nervous. This is a way to assure/comfort himselve to relief his fear. Sorry mate, the volunteer letter is like a warning shot so you can get ready. If you refuse to volunteer, you will be escorted out to the door next week.
Some departments got the email, some didn't, even within the same business unit.
The word volunteer wasn't mentioned at all. They asked for employees who may want to be considered for exiting with a severance package.
All the employees posting incorrect info here should be fired, probably all their work is also incorrect.
Voluntary layoff was not invented by Qualcomm. It is a well known HR strategy and it is offered to the same team that is going to be impacted. Looks like the OP is a recipient of the email.

Don't know if there is the highest chance of them getting laid off. But they are not spared just because they didn't receive an email. At this point in time, it is all mere speculation. No news I have heard thus far is accurate.
