Why are there so many 2 person team with one manager managing one engineer.

This kind of management structure should be eliminated. It won't add any value. Reduction in efficiency, boost in bureaucracy.

This had happened to me before. I never reported to him though. I was matrixed out to some other team. So technically he had no reports.

Two person teams are still better than Directors or Senior Directors with no reports. Beat that. And why is it even allowed ?
