Not talking other countries, right here, right now, as thousands of people are being shown the door more are being employed by Qualcomm. There are even dozens of job postings for San Diego!!!
What's going on here? What is the point of laying off people if you are just going to turn around and hire more? How is that saving any significant money for the company?

don't sweat about them, they are most likely Green Card related postings. Also open position doesn;t always mean there are openings. I believe they get refreshed every quarter. Until then they just stay. Even if you want to apply you will not get any response. Best way is to try recommending someone for that position and see what happens.
