That is because first week of Aparil is the official window for filing a petiton for a new foreign worker aka h1b. This is unrelated to Qualcomm or the layoffs. All companies file their new h1b petitions in the first week of April. So yeah, stop being so cynical.

Certification are required for H1B extensions. That doesn't mean, they are hiring new people.
