In last performance review Manager said RSU award was essentially a retention bonus to encourage top performers to stay. I chose stay. Now QC can choose to let top performers go and cancel unvested RSU's?? Odds are all in companys favor. Seems like an unfair scheme.

Sorry but performance rating has little to do with quality of work and everything to do with your politics and tribal affiliation.
Performance rating is a joke and a symptom of why Qualcomm is imploding.

It is a retention bonus with cancellation at the discretion of the company, so essentially a way to keep average performers around as those will not leave in normal circumstances so even less with RSU. You are right not fair, not fair for top performers.
From OPs reponse seems like he got high rating in last review and got decent rsu bonus.
I dont think mass layoffs works that way. Performance doesnt matter
Start your own company and make up the rules.
You’re acting like you’re the first tech guy who’s got stock options or rsu grants canceled for being a low performer and getting impacted by a RIF.
Happens all the time at a myriad of different companies.
