There needs to be new policy in place to filter out H1B renewal to filter out fake degrees, suspicious degrees, engg from sub standards colleges ( If they were to be allowed, then subject these candidates go through rigorous testing , interview & English skills ).
Govt should create couple of Agency just to recruit H1B and app companies should stand in line if they are in need for staff.
Staffing companies ( Manpower etc.) should only staff non H1B applicants. Mom and pop shops bringing in H1's should be closed right away.
I understand QC in full on H1B in SD and cause of this downturn. QC must have tried to go cheap and it has cost it in un-imaginable ways. Perhaps hard to revert without a CHANGE at the tops to the middle.
