Does this apply to the 20 cent COLA that was agreed upon in the last union contract?

Don’t worry, they treat Aviation employees like crap too and we are supposed to be the good division. They have been saying things will get better for like 10 years now and it never does. Even as the division and the industry make record profits. It is the same game, only the top executives get rewarded. Most people in engineering are depressed and biter.
On a note about Corporate Audit Staff. It doesn’t take a genius to figure out that it lacks independence. Management controls it and they are not allowed to find large adjustments which come from things reserves for liabilities, Goodwill impairment and contract assets. You just get to check the simple stuff on CAS like making sure there is no petty cash and that invoices are matched with Purchase orders.
Right now the motivation is at all time low...they need to man up, rip the bandage, rebuild what’s left of the company, instead of this analysis paralysis game like they always do.
What a wimpy move by GE management. They still can't face up to where they are and wish they could bring 2012 back.
They need to make a huge cut in workforce and treat the remaining employees as valuable people. Man up and get it over with. The way they are doing it now is demoralizing. It's a cowardly reaction to reality.

I received the email today - no merit raises in 2018. There are exceptions namely with unions and government obligations. I am really not motivated now.

No, unless they pull a fast one, or file bankruptcy, then they get to hit the reset button. I don't think they will do anything, last thing they need on top of a government investigation is to have a pissed off work force.
