Does anyone have any knowledge about how calibrations works as far as if you are calibrated needs or below, will that always translate to a needs or below evaluation? Assuming they RIF most or all of the low performers, what are the chances that they keep you through the RIF and then PIP you out to save severance costs?

Depends on your department budget. If there were budget cuts last year and this year PiP is likely for needs improvement/doesn’t meet.
It is my understanding that they are simpley giving a 30 day notice without severance to development needed Evals

Rumor has it that DN/BE won't get a severance package. We will find out
It depends on what your eval structure is. Ours has two parts and just because you grade DN/BE on one part doesn’t necessarily mean that you will overall. We just went through this and all the overall DN and BE folks were let go. It was pretty much our bottom 10%. People that were SP but had multiple coachings were let go as well. They didn’t do anything to keep from paying out severance pay. However, since they did this to our area mid year, the people that were displaced did lose all but a week of their PTO. If you fall in the BE/DN category, it is highly unlikely you will be able to find another job within the company if you are displaced. Take your severance package and run.
Is needs development like partially meets ?
I would think needs development and below expectations gets laid off. No inside track. Just a guess.
