If you decline said offer, you’re no longer eligible for a severance package-does that offer rule apply if the offer is made before, or after you sign the general release (signature also accepting severance package)?

The Job would have to be the same type to be a comparable offer. If you were full time, it wouldn't be comparable if they had a part time job to offer you. If you decline that type of offer, you would still get severance because it's not a comparable job offer.
I was let go a year ago, when my position was eliminated. They offered me 2 other positions instead, but I declined both and still got severance paid. I was in cosmetics/fragrances area, if that makes a difference.
Before. But If you take a job offer from Macys after signing the general release and its within 90 days, then you have to pay back any remaining severance pay. Example: You were offered 12 weeks severance and got an offer from Macys after 6 weeks then you have to pay back 6 weeks.
That's tricky territory. You need to ask someone at the company and not strangers on these boards about something as important as this.
