You think if H1Bs leave, the jobs will go to Americans? LOL, you are naive. The companies will simply open sites in other countries to get the workers they need. They are not going to hire American social studies majors who learned some C++ at community college just because they can‘t get H1Bs.

Depends on where you are in the process. In all cases, you will need to find a new employer who is willing to sponsor you (good luck on that in SD). They might have to file a new I-140 then.

If you don‘t find a new employer who is willing to sponsor you, then the process is cancelled. If you don‘t find a new employer at all, then it‘s „bye bye“. Not sure how the fact that you have attempted to get a green card will affect future applications for non-immigrant visa.
