Seems clear to me--Taxpayer money funneled to the UoP C suites.
Money mules--ill equipped students bedazzled by the easy money a degree from UoP will surely provide.
Fast forward...most C suite criminals have already golden parachuted to safety. Students with no way to repay default. Next step...another bailout paid by the same taxpayers who funded the corrupt enterprise to begin with. Everyone loses except the criminals at the top of the for profit pyramid and the associated lobbyists.
