It's more cost-efficient to sever all the managers. Why waste money and time re-locating people who add no value.
I heard that international staff will be offered transfers, all local staff will be offered severance package with few exceptions. Few of the local staff in management positions will also be offered some limited relocation and some key personnel that is business critical to operations continuity will be offered $$$ to relocate temporarily (3mo to 1yr) to new mfg center and tain the new guys.
