Ok, I can understand their leader is nuts but I thought the economic devastation and the poverty / shortage of food is a direct consequence of the massive under-funding of aid / food subsidy programmes due to having less oil revenue.

Venezuela was already on the decline before the oil rout came. They have a crazy leader that is ruining the country. It isn't the price of oil that's the problem.
Only an idiot or someone with less than five years in the industry didn’t see this coming. It’s a boom and bust industry, of course it was going to go bust at some point.

Venezuela has huge oil reserves but it has been rocked badly by the oil depression. It didn't see this coming any more or less than most people in the oil business. When you deal with governments rich in natural resources you don't expect them to fall apart to spectacularly even by South American standards.
