This was done in business in the 90s and it came back to bite them in the a--. A low unemployment rate will increase cost of outsourcing. Not a new idea just a new version and will end with the same results.

Bartlesville will be in a Very bad situation.
All of Finance and IT will be gone from Bartlesville. And all the processes such as freight , payments systems etc and other easily outsourced functions. Not much will be left for Oklahoma after end of October's announcement
Everyone knew is was coming, all other oil companies are doing the exact same thing.
When the new IT executive came in, and is smart as hell, Data Centers are becoming nonexistent, all the big boys are using Microsoft, Amazon. It was long overdue.
Remember IT/Finance/ are overhead, outsourcing makes since to P66 Leaders. They are mostly Chemical Engineers. Bartlesville can mostly only attract from in state colleges. Smart young information technology kids want to work in California, New York, Austin cool city's.
So you don't have diversity, or kids that challenge the System
The majority of the IT contractors there from India are really good, and have a great work ethic
