The dirty little secret is that these H1B's are paid significantly less than the workers they are replacing.
You can use the site below to search H1B pay for Qualcomm. And the pay appears competitive. But these high salaries are for the H1B's that Qualcomm hired directly, and those are only a select few.

If you search the QCOM internal directory, you will find that a great majority of H1B's are not QC employees. They are "consultants" and are employees of a consulting firm. These firms hire their people at a much lower rate.

US gov is already making H1Bs more difficult to get and will soon reduce the # of visas or cancel it.
