I was not able to access this website until I went to local machine... are they seriously trying to censor people?

Also, if people are going to post potentially-defamatory things about individuals (by name), management is absolutely right to take action to prevent that, to limit their liability.
The network resources are provided for business purposes, and not really for employees' entertainment. If you want to access this site, there's no reason you can't use your own internet connection to do so.
Do you remember a time before CTXS started filling their ranks with "the best and brightest from around the world" when the engineers could figure out how to get around these kinds of things pretty easily?

At least if you want to remain anonymous, it's probably not a good idea to be accessing this site from your Citrix desktop (or even from within the Citrix network) anyway...
Did you expect them to allow you access to this web site from the corporate network ? I was able to access this site (indirectly) from corporate networks, but I can't share the details.
