Head count reduction will NOT be based on performance. You need to see all the video not only the Q&A part. DH said several times that if the projects are not profitable they will be terminated. If your project is not giving money you are in the chopping block regardless of your performance.

I do not believe this is true because the Maker team is still team even not being profitable.

This is correct. I believe there were a few open source projects that Intel was previously sponsoring that was ... unsponsored as part of their cost cutting measures. Lustre and OpenStack comes to mind from recent news. Intellers would be wise to read the tea leaves and internal transfer to more solid footing.
