Why is there so much field leadership.

Getting first class Supervisors and Managers such as we have in COP is tedious. We need to hang on to the one's we have. Most of them are high pot and difficult to replace.
They have made all the cuts so far. Less peiple reporting but we need the same if not more leadership.
Not for long.
