if somebody leaves before PLI announcement date , will it be given on prorate basis ? or will be lapsed completely.

You need to be an employee till the end of FY17, around July 31st to be eligible.
I thought the rule was that if you are employed at the time the bonus is allocated i.e. end of fiscal Fy17 then you get it. Gardening leave would count as being employed. I didn't think it was prorate. You are either employed or not. I think its prorate if you join into FY17 rather than leaving before its awarded. I could be wrong though.
