This particular string comment is all wrong. Layoff's where a combination of two things. A) Everyone has to do a SLP3, which is basically a profile of you for HR Management. HR looks at a few data points that can be pulled out of it which is 1) Single/Married, 2) Kids/no kids, 3) your salary, 4) if your mobile/willing to move. Then B) in late 2014 each Manager was asked to put a list together of least preference/need to most need in the unit. So if a Manager covered 15 employees, #15 name on the list would be the 1st to be let go 90% of the time. There is moments when next on the list is picked and maybe during that time a Manager will try to save/negotiate that person and select another for that weeks layoff tally or force another related Management unit to fulfill the request. People can say what they want, but for the most part race, age, and foreigners on visa's are data points HR stays away from so not to get in to deep legal issues. They have to keep a positive public image. One of the things I thought was neat, when the layoffs was about to begin I never seen so many get surprisingly married or have kids.....lol
