Companies will just send more jobs overseas to make up for less H1Bs here. I just saw ad while checking my email saying that Salesforce is expanding in India. To keep the offshore and onshore teams in sync, they'll just rotate people in with L1 visas. I've seen L1 employees working way past normal business hours, and they don't mind at all. And these are people doing core SW development. The job situation is just going to get worse now.
This will really throw a wrench in things. Adding 6 to 8 months to the process is going to make it a lot harder. Another thing Trump can do by EO is to remove the exemption for unlimited H1Bs for people with masters degrees, which also includes PhDs.
