When headquarters moves to EC4 will Bartleseither. more and more like this is the plan. We hear it will be first quarter 2018 or possibly second-quarter? If COP moves out of Bartlesville will Phillips 66 follow? It appears that if one leaves it might not be any reason for the other to stay either.

Doubt it. Downtown Bartlesville is still flourishing while the Houston complex is a ghost town. You all just have nothing better to do since there is no real work being done down there.
Planning is already underway for both companies to withdraw from Bartlesville to Houston. Business environment, technical talent pool, recruiting advantages, and lack of personal state income tax, are all advantages driving both companies towards withdrawing from Bartlesville.
The consolidation into EC better supports efforts to continue ConocoPhillips as a cash cow or sell ConocoPhillips outright. Phillips 66 is neither a cash cow nor a prospect to sell outright. Bartlesville better serves Phillips 66 and so expect an ongoing investment by Phillips 66 in Bartlesville. I do not foresee ConocoPhillips moving out of Bartlesville; I do foresee ConocoPhillips abandoning Bartlesville and the resources in Bartlesville including the staff in Bartlesville.
