We are training some guy from Houston and every few hours they go outside for a smoke break. Our plant doesn't allow smoke breaks, we work a 10 hour shift with a 30 min lunch break. we told the guys from Houston that they aren't allow to go out and smoke whenever they feel like it, they told us that in Houston they can go smoke whenever they feel lIke taking a break. Must be nice.

Years ago it was the oil rigger's right of passage to have a coffee and a smoke in the coffee shack. I understand no one offshore smokes anymore and plays games on their phone instead when having coffee. Not quite the same culture anymore and a lot poorer for it in terms of atmosphere.
Roll yourself a fatty, smoke it at break & you'll forget all about your coworkers bad habits!

Smith Bits in Houston has it made 1 hour lunch break and unlimited smoke breaks, almost makes me want to transition there when we close.
Have dealt with this before. Only way to proceed is have everybody semi- befriend the smokers and join them on every smoke break. After some time, management will resolve the issue.
Maybe their center manager is a smoker
