HR Express is only showing pay stub for this coming paycheck. What's up with the VCIP payment?

I can't believe VCIP was not cancelled for last year after such a sh--ty year, they layoff people because of the downturn yet that pay bonuses???. Do these people know anything about what a bonus means? No wonder COP is going down. It's got a bunch of mules running it.
