I agree a border tax will force QC to manufacture here. But there are some issues with that. Who would manufacture it? Are there right now any foundries that manufacture at 10 or 7 nm? I don't think there are any in the US right now. Intel won't manufacture their chips.

And even if they do manufacture the chip here, they can still design the chip overseas. There are plenty of good engineers in India. The design just needs to be transferred over the Internet. If they are forced to manufacture here (from somewhere) and have to increase the H1B wage, I think to save costs, QC, and other companies, will just offshore more.

It's not about "downloaded over the Internet", it's about HW. Software is useless without HW.

Qualcomm is HW dependant, as are most companies abusing H1b's and offshoring, as is the IoT.

Qualcomm could be cutting it's own throat with its current anti American employee policies. Imagine a $50 import tax on anything with a Qualcomm chip in it, or HW that pays Q licensing fees. Qualcomm will either have to come back to the US with its tail between it's legs, or die.

Won't that give them even more incentive to offshore development? Forcing manufacturing here and raising H1B rate is a double whammy. Companies will ship even more jobs off shore. Again, how do you impose border tax on software that is developed and downloaded over the Internet? One way I see to force companies to not offshore is to tax companies also based how many employees they have offshore, and it would have to be an exorbitant rate, which is implausible.

You don't ship C, RTL, and Java code across the border. You just transfer it over the Internet (unless if you want to some how tax that, which will require more regulations, which Trump is supposed to be against). That work can be done anywhere.

Europe has a "border adjustment tax", it is called a VAT.. It is actually very easy to implement.

@LWmyTPF-1ekt Haven't heard of that bill, but it won't fix the problem that I'm talking about. Is that going to mean that if I have Skype session with someone in India to discuss development. QC is going to be taxed? QC's IP consists of lines of code. Are they going to tax the transfer the of the C and RTL over Internet? Or if half the product was made in India its going to be taxed? Too difficult to implement.

The world economy is a quagmire. If you see this H1B bill implemented, prepare for a giant s---ing sound.

@LWmyTPF-1hbf, Actually Trump can. Republicans are in talks currently to implement a "border adjustment tax" that taxes companies that manufacture or "produce" anything overseas and import into the US. If Qualcomm designs and produces most of its goods overseas, they could pay a yuge tax upon import to the USA.

Trump can restrict manufacturing overseas, but he can't do much if companies like QC and Google ship their jobs overseas. How can he? The IP QC makes can be shared over the Internet, so it doesn't matter where its made. This H1B restriction is going to make things worse.

Major plan is to ship operational work to India ( which means all support work, new copy paste work , testing , integration). This is huge cost saving for QCOM but major cut in headcounts in US.

Keep RnD work , new initiatives here in SD.

NXP will be major driving force while getting money from existing portfolios, patents.
