You demotivate them by making their work meaningless.
It's what happens with layoffs and offshoring as well. You see your effort as meaningless, you are just doing the legwork for the next guy.
Qualcomm has painted themselves into a corner, they have demotivated everyone, people have either left or they are coasting now.
