“Our country’s immigration policies should be designed and implemented to serve, first and foremost, the U.S. national interest,” the draft proposal reads, according to a copy reviewed by Bloomberg. “Visa programs for foreign workers … should be administered in a manner that protects the civil rights of American workers and current lawful residents, and that prioritizes the protection of American workers -- our forgotten working people -- and the jobs they hold.”

The foreign work visas were originally established to help U.S. companies recruit from abroad when they couldn’t find qualified local workers. In many cases, the companies are hiring for highly technical positions in the fields of science, technology, engineering and math, or STEM. But in recent years, there have been allegations the programs have been abused to bring in cheaper workers from overseas to fill jobs that otherwise may go to Americans. The top recipients of the H-1B visas are outsourcers, primarily from India, who run the technology departments of large corporations with largely imported staff.

IT jobs are going away and no you won't be able to code for 12 hrs @70k. No problems there. We need better people and let's fight it out.

Specialised oil jobs like mine...hell raise h1b bar to 180 k and I'll still make it.

No. It's going to make companies that hire H1B folks have to pay them 130k a year lol. See the scam was that companies were bringing these people here and paying them like 50-60k and you lost your job. That was the scam

Martin you're in a lot of trouble now. You'll have to either raise H1B salaries to 130k a year or just hire Americans. Hell, I'll take my H1B manager's job for half that, give me 70k. Two birds with 1 stone. You get to promote an American and save money while making America great again

The latest of the three legislations cited by Swarup was introduced in the US House of Representatives which among other things calls for more than doubling the minimum salary of H-1B visa holders to $130,000.

The High-Skilled Integrity and Fairness Act of 2017 introduced by California Congressman Zoe Lofgren prioritises market-based allocation of visas to those companies willing to pay 200% of a wage calculated by survey, eliminates the category of lowest pay, and raises the salary level at which H1B dependent employer are exempt from non-displacement and recruitment attestation requirements to greater than $130,000. This is more than double of the current H1B minimum wage of $60,000 which was established in 1989 and since then has remained unchanged.

Of course, given their dependence on low-paid foreign workers to fill low-skilled IT positions, Indian IT firms would be expected to get hit hard by a new policy prioritizing H-1B visas for higher paying jobs...an expectation that has already taken its toll on the stocks of Infosys and Wipro
