Never ever believe again in management or HR. They will protect the company at all costs and will not follow NG written ethics rules. Never report again if you are alone.
In the future make sure that you are part of a group that will all complaint, otherwise you will be retaliated against.
Never trust HR. They are not there to investigate correctly and fix the issue. They are all incompetent.
