If parliament approves the law, Germany will be the second European country to ban the practice. The UK allows fracing, though the process is subject to strict environmental guidelines and regulations.
The German parliament was nearing a vote to ban fracing last year, but disagreements between Chancellor Angela Merkel's conservative Christian Democrats and the left-wing Social Democrats stalled the effort.
